MR. MODI MAY CONTINUE TO RULE, BUT CAN HE GOVERN ?

   If Bal Narendra had spent some more time in school instead of rushing off to sell tea at a railway station which did not even exist at that time, he would have imbibed some wisdom from a couple of old adages: Don't burn your bridges behind you because you may need them again tomorrow, and, Be courteous to the people you cross on your way up because you will meet them again on your way down. These would have stood him in good stead in this hour of his biggest political crisis when he and the country face a complete melt-down. For he has burnt every bridge, antagonised every peer and decapacitated every institution which could have helped him cross the troubled waters he now has to negotiate.

  Modi's destruction of India can be divided into three broad phases- Demonetisation, 2019, and Covid. In the first one he knocked the bottom out of the economy with demonetisation and GST and intimidated the media into a subservient silence. In the second, after winning another term, he demolished federalism by pulling down as many as nine elected state governments and rewriting our relationship with Kashmir, putting the goal of Hindu rashtra on the front burner with CAA and NRC, extracting the Ram Mandir judgment from the Supreme Court. In the third phase he put Parliament in the freezer along with the vaccines he never bought, upgraded the Hindu rashtra to a Corporate Hindu Rashtra by ramming through the three Farm laws and amendments to the Labour laws, quietly acquiesced to Chinese occupation of our territories, and made a horrendous mess of the management of the pandemic.

  These phases overlap, of course, but running through them is a malevolent common thread- of subjugation of constitutional and regulatory institutions, gross misuse of enforcement and police agencies, undermining of the judiciary, politicisation of the armed forces, an overbearing arrogance and insensitivity to public opinion, ruthless crushing of dissent and false propaganda and image building on a Goebbelsian scale.

  Modi and his fawning cohorts, who still wear their N-95 masks over their eyes instead of their noses, consider these phases as great achievements and milestones in the establishment of a majoritarian state. But they are now discovering that it is precisely these "achievements" which have defenestrated him and have made him unfit and unable to govern this nation any longer. He has systematically blunted the tools of governance and now finds he has no arrows left in his quiver with which  to confront the apocalypse facing the nation right now. He can blame no one but himself- and his hubris and insatiable appetite for power- for this.

  He talks now of everyone giving up their differences and standing behind the government to fight the pandemic as one united nation; this would be ironic if it were not so hypocritical. He has spent the last seven years in doing just the opposite: fragmenting the nation along religious, caste and regional lines, simply in order to accumulate more political power. His government has gone after every sub-set of society with a vengeance- students, farmers, intellectuals, journalists, scientists, blue collar workers, voluntary organisations, academia, even social workers and activists. There have been repeated nation-wide strikes against his disastrous policies- 250 million workers in November 2020 against the new Labour laws, one million doctors on December 11th, 2020 against the licence given to Ayurvedic doctors to perform operations, one million bank employees against the policy of privatisation of PSU banks; the farmers' strike and the OROP protests continue unabated. But he has remained adamant and intransigent. He has said not one word about the misery of the migrant labour. And he now expects these disparate groups to unite behind him?

  Take federalism, or in his own dissembling words, " cooperative federalism". He now expects that the Opposition parties should not criticise his mishandling of the pandemic and should support him. That's a bit rich, considering that his loudly stated objective is to wipe out the Opposition totally, a " Congress mukt" India and a " One Nation One Party" future. In pursuit of this he has used the CBI, NIA, ED, Income Tax Deptt. and friendly police forces to target leaders of political parties; the thousands of crores in the opaque Electoral Bonds have been gainfully utilised to pull down democratically elected governments in nine states, elections have been customised to suit the BJP's strategy.

  Modi has made a mockery of federalism, he is genetically unwilling to share power, just as he cannot share the credit for anything. Time and again he has maliciously encroached on the jurisdiction of states, whether it is by passing legislation such as the Farm laws or the GST Act or the law that makes the Lieutenant Governor the " government" in Delhi, showing utter contempt for the 20 million residents of the capital who have twice booted out his party in favour of AAP. He has changed the terms of the latest Finance Commission to siphon off more funds from the states' share of central revenues, he will not give them the promised GST dues, he uses the NIA, CBI and ED to thwart the state police forces from pursuing investigations that may embarrass his govt. or party. He completely usurped all powers under the Pandemic Act to deny the states any role or policy making in combating the pandemic, whether it be lockdowns, SOPs, vaccination production, sale or distribution. It is only now, when his gross incompetence and arrogance has blown up in his face, that he is making desperate attempts to throw the ball back in the states' corner. And he expects the states to " cooperate" with him on these terms?

 He expects the Opposition parties to cooperate with him, but when a former ( and much respected ) Prime Minster and Sonia Gandhi write to him with specific and sensible suggestions for fighting the pandemic, he ignores them with the haughtiness of a Kublai Khan. Even worse, he gets his underlings to reply to them in despicable language and to issue press statements accusing them of conspiracy and worse. He mocks a lady Chief Minister with cat-calls. And even after all this he is trying to portray himself as a victim of the Opposition's non-cooperation! One can't get any more delusional than this.

  He has calcified the institutions  which are meant to guide and advise the government, to act as circuit-breakers and watchdogs, as  bridges between the ruler and the ruled. Parliament has been made dysfunctional, the Supreme Court has been brought to heel ( even though some High courts are still holding out), the Election Commission is now just another subordinate govt. department, the Information Commission blocks more information than it releases. The whereabouts of the Lokpal is one of the biggest mysteries of the decade, bodies like the NHRC and the Minorities Commission simply issue notices which no govt agency bothers to reply to, the CAG spends more time redacting his reports than on auditing, on papering over the govt's misdemeanors ( and worse) than on highlighting them.

  Even the Union Cabinet is a window dressing for decisions taken by the PMO, and all reports indicate that Ministers count for nothing, which is why they have all gone into hiding during this terrible phase of the pandemic. Secretaries to govt. are not expected to contribute to policy making, they are required to simply carry out the PMO's orders. The best brains no longer come to the central govt., they prefer to stay in their states. In effect, therefore, Mr. Modi's reliance is only on a handful of bureaucrats ( predominantly from Gujarat) who pass muster on the loyalty quotient but have little else to recommend them. Under the CDS, General Vipin Rawat, even the defense forces are gradually moving to a dangerous point- " political" control instead of the constitutionally mandated " civilian" control.

  To conclude, Mr. Modi has locked himself up in his echo chamber and lost touch with reality. He has no ideas or instruments left to fight the pandemic with. The machinery of state has been made dysfunctional, the judiciary will take a long time to reassert its oversight role ( if ever), the mainstream media lacks all credibility, vast sections of the people have been alienated, the Opposition has reason aplenty to believe that cooperating with him is like hitching a ride on a tiger, the scientific experts have been sidelined in favour of Coronil and dark chocolate, people are finding it increasingly difficult to trust him, either in word or action. He is no longer seen in battle and the pandemic is more or less running its course. It will peter out eventually, and the Prime Minister will emerge from the debris and dust of Central Vista to take credit for it, but the corpses floating in the Ganga will be telling a different story this time. 

  Every party, institution, expert, state or service which could have helped Mr. Modi combat the pandemic has been deliberately bent, twisted, hollowed out or contemptuously discarded in his dispensation and rendered useless, and the Prime Minister is now like a General with no troops or weaponry. His vanity had convinced him that he could, like Icarus, soar to the sun alone, with no help from anyone. Like Icarus, he is now finding out that he should have heeded the advice of Daedalus. He may very well win again in 2024 with the help of his behemoth party, unlimited funds, undoubted oratorial skills, misuse of official machinery and an Opposition more fractured than a shale oil-field, whose leaders prefer to hang separately than to hang together. He will probably continue to rule but his quiver is empty and he has lost the capacity to govern. That, and not just the pandemic, is our collective tragedy.

      When our Country had slipped into Fasism, I would wonder how we would emerge out of situation. For fasism extract a heavy price from its proponents. The dialectic it necessitates leaves in its wake destruction and death.

      Has the price been paid by hapless people gasping for oxygen, or the countless people in the villages of India that are suddenly dying of "typhoid" and "influenza".

    3. If 1.2 billion only look at Modi and Sonia for governing, we must be carrying very small heads on our shoulders. We have produced great leaders in technology, business and by the way politics too. Last 20 years of leadership gap in political arena mostly because of caste based politics and lack of statesmanship and respect for democratic values among the political class has resulted in the vacuum. Imagine Modi, Sonia or Amit Shah among the stalwarts of erstwhile political leadership, insignificant Is natural response. We can do better.

Because while it is so difficult to penetrate his bakhts, and with the possible nightmare of re-election in 2024 not ruled out, the people have only god and prayer to turn to?     3. As an IAS officer the author can write very good English but it's grossly infactual. His love for corrupts and national looters may have motivated this write up. Handling a country of 140 crores more than the entire Europe put together is not an easy task in this epedemic.
      An educationist like Manmohan Singh failed miserably and was nothing more than a yes master. Administrator requires different qualities. It is often said in SSB that you might become an IAS officer but you may not become an army officer.

    2. I think you confused the degree of contribution that a PM is expected to make and that which as IAS officer has the authority and scope to make. But ability to think, comprehension and understanding isn't a bhakt's strong suit, so......

  25. Our biggest tragedy today is as much the creation of Congress as it is of BJP. Let me put it this way- come 2024, in the parliamentary elections if you decide you do not wish to vote for BJP, pray tell me who will you vote for, a Congress led by Rahul Baba? or a fragile consortium of parties led by likes of Akhilesh, Niteesh, Mamta and who else? and this dilemma is exactly what the BJP will ruthlessly exploit. If one Bengal election could permanently damage that state's social, cultural, demographic, religious and ethnic fabric, imagine what will be the state of our federal union in 2024!! No matter who wins I dread the period leading up to the national elections and the aftermath. Brace up folks this Pandemic would pale in comparison to the horrors that await us. We have (mostly unknowingly) unleashed a evil genie of horrendous proportions and only a truly sagacious, wise and visionary leadership emerging from the ashes of the opposition today may be able to bottle it back but I can't see anyone like that on Horizon and hence my advice again Brace up folks for the shit show is not yet over

    1. The West Bengal, Tamil Nadu, Kerala assembly elections are the writing on the wall. U.P. in February 2022 hopefully will go the same way. Regional parties should win the assembly elections across the board the next time around. Even if the BJP wins in the Parliamentary elections the communal-fascist chain will be broken. Not the best of situations, but better than an untramelled totalitarian rule being spread uniformly across India

  42. Excellent article was waiting for such a comprehensive listing of his misdemeanors, misadventures and plain corruption. Each and every one of them have destroyed the fabric of this nation. Unfortunately we have to bear this burden as future PMs will never rollback any of these misadventures unless we are lucky to get a true Leader who cares much about future generations rather than his own power to roll back, make institutions independent, make states powerful and give everyone space to contribute. Will we be lucky to have such a leader ever in our lifetime. We lost those kind to leaders to get some like the current one. We have been pushed back ages in timeline and our future generations will never forgive us. You are right sir he will again come back in 2024 and that's purely due to core Hindus who are still happy because the Muslims have been shown Thier place as one of educated friend once told me. We are a sick country and eVerytime I see my 13 yr old son I get very worried.

Maybe you could give constructive ideas and advice, rather than lambast someone, who has faced the worst nightmare ever! Has it occurred to you that WE and private hospitals and sick individuals who are selling oxygen, drugs etc in the black market, are responsible for the dreadful second surge? Or would you care to acknowledge the fact that literally thousands of people flouted social.distancing norms, and attended weddings, engagements and various other parties? It's very easy to sit in the comfort if our homes and criticize people. Let's look inside ourselves and the infrastructure of our healthcare system. And btw, who do you propose as a substitute for Modi? Last, but not the least, APJ Abdul Kalam studied in a village school, under the shade of a tree. U want to throw rocks at him too? No need to thumb ur nose at someone who has the acumen to run a country but wasn't fortunate enough to attend an Ivy League college. Did Trump handle the situation better than Modi? Maybe you can. There is a slight difference between calling someone an "idiot" (which may be seen as abusuve) and observing that something is "idiotic". However, if you found this offensive, that is regrettable. Aren't you afraid of the CBI, ED, NIA or being hauled up by the Honourable Judiciary for Contempt of Court. Is it because you have plenty of money to pay the lawyers you would have to engage to defend yourself? Anyway, my friend, please continue to speak the truth.   56. It is alternate view of Modi's failure. Demonetisation did not yield the desired results simply because too much corruption in the country. The banks were too willing to change black money into white for a fee. Similarly the income tax department which also did not pursue the cases of unearthing black money. The author who was an IAS conveniently forgot that Modi can only act thru' them and not others. A corrupt machinery symbolised by a nexus of politician-IAS has been in the system for a long time and it was even nurtured by the preceding governments. Failures are hallmarks of every government and not specifically Modi government. In this backdrop it is relevant to explore the whereabouts of the Opposition. Actually they are nowhere to be found. The author's criticism on Kashmir is inexcusable. He has as it appeard not read the history. Why a separation within the constitution is allowed for a specific state is not explained by the author and neither he explained what problem will be faced by the Kashmiris by integrating them fully into the constitution. Farm law was another example. The Opposition did not know what to protest but allowed protesters to ransack the capital of India to the astonishment of the world and spiced with comments from Rehana and Greta who are now oblivious what they said about this protest. It is easy to criticise but it is difficult to criticise constructively. The article is a very good example of what an un-constructive criticism is.

    1. Surprised at the way you are trying to criticize bold views and perfect analysis by Shukla ji. You don't realize that every institution has been bulldozed by this Prime Minister. He should have hrealized the repercussions before forcing the changes. Trying to form governments in states and trying to annihilate the opposition at any cost with better things to do doesn't make a good PM. Making Chai and governing a country are 2 different things. Pray the opposition comes together and we get rid of this Dictator, who has brought the country to it's knees. Wonder what the future generations will say when they learn about ur electing such a leader and the blind followers. God bless the nation with such a leader at the helm.   59. Nice selective chronology. I wish the author had listed few of his achievements before criticising others selectively. If are executive were honest and real servants of the nation country would have been much ahead irrespective of Sonia, Rahul or Modi. But for a minority of the honest and strong executive and public we would have been sold fully long back.

  61. You started the first line with an apparent attempt dig at Bal Narendra, so it was no secret where you were coming from. Yet I plodded on simply out of respect for the friend who forwarded this article to me, though I know not whether he forwarded it just so that I can know of such polished attempts to denigrate a popular PM with a massive mandate. It doesn’t matter because it didn’t take me long to realize you have no real case, like any of those dozens of politicians who try morning and night to throw mud on him with the blind hope that something might stick. It’s just that your attempt is somewhat slick - after all you aren’t a cheap politician but an ex-bureaucrat, so that difference shows.

    Every one of the issues you tried to highlight - Demonetisation, GST, Art.370, CAA, NRC, Ram Mandir judgment, Farm laws.. are actually great achievements, but that is something none of your ilk will ever acknowledge. Your innermost thoughts are horribly exposed when you mention about the Chinese and the pandemic - one doesn’t even need to waste any time in trying to question you. All the best to you and your writings - but pray get some analysis into them, so we can bother to read them.

Your choice of words - "attempts to denigrate a popular PM" prove that you also got fooled by a "created image". You do not see how he rose to power - what he did in Gujrat and to the rest of India, after coming to power. Even if you forget De-monitization, GST, CAA/NRC, Article 370, Ram Mandir(by the way all are legit), look what this regime has done to the Institutions? CBI, RBI, EC - all play into the government lap! No scientist or scholar is allowed to publish without GOI consent! How low we can go in democracy? But perhaps you do not know what a true democracy is!

    You have undoubtedly brought out very relevant points for all citizens to reflect upon.

    Is this the india we voted for full of hate and suspicion against each other or was the plank on development and harmony.

    The way the country is polarized it has now two sides strongly pitted against each other, totally blind and lost. On the one side we have citizens who will not accept any good our PM says or does and on the other side we have citizens blindly chearing all the flaws of the government and can't accept any questioning or disagreement on any of the policies.

    Both sides have to be rational wake up and look at the state of affairs with an unbiased mind, or else our politicians will take us for a royal ride as is been happening.

    We definitely cannot make any more mistakes, this pandamic has taken us to the brink and we were ill prepared for it as our focus was on less important matters and good scientific advise was not given due importance.

    With the large mandate and the charismatic nature of our PM he should work to get the nation out of this huge tragedy and back on its feet and try and redeem himself

Modi's hubris, like Icarus will be his downfall .But till then. are we to witness our Ganga awash with dead bodies ?Our farmers fighting sitting stoically on the highway under the skies braving the heat the cold the storm and the virus? Our millions unemployed and dying of hunger and lack of medical facilities ?People divided by his saffron clad Sanghis? We are witnessing a Lutyens Delhi that will be destroyed by the megalomaniac's folly. The buck has to stop some where ? What can we, the people do, to contain the Modi Virus? He has brought India to it's knees .NGO's funded by Indian citizens and NRI's are setting oxygen seva and langars whilst Modi and his coterie sit on foreign aid, have image building workshops and shed crocodile tears (sic) We, as a nation have brought it upon ourselves. Would just share few points on short note, I am into money market, after demontisation, I've not received a single fake note, after GST (which is prevailing in many countries, very clear it's not India's baby, even Congress was working on its implementation) , where it was 90% black n rest legal b4 GST, it has now become 90% legal rest illegal. So its upto a person , his thinking, his area of working (I repeat area) how he sums up work done after 2014 & before 2014. And yes yet haven't heard of any such big scandal or scams yet, lets say if we compare it to Bofors, chopper, tatra, cwg, cash for vote, Adarsh, chit fund, scorpene submarine, coal, 2g, Famous Lalu scam, INX MEDIA, National herald....may be many more....you may Google scams done by UPA & DONE BY BJP NDA...🇮🇳🚩🕉️🙏🏻

  69. If tomorrow another party comes to power and commits a misdeed, what misdeed it would have to be that this party would have a moral right to protest against the misdeed?
    This is the achievement of this govt. that it has touched the nadir and made the people fed up with the nadir. They want to see the nation rise again – not in words but in facts.
    This is the achievement that the hollowness of their claims have been tested and they have failed in their claims – they are grinning but the people know them now!
    It is their achievement that the social media has been turned into an anti-social media.
    It is their achievement that people are fed up with mythology and are asking for facts – this is still in its incunabula, but the stage is set.
    It is their achievement that people are collectively ashamed of themselves – those who are with them and those who are against them. Why those who are with them are ashamed (except for those gaining monetarily) is understandable. Those who were against them are ashamed for not having given effect to their conviction with all their strength.
    Whatever it may be, the curiosity of the nation as to their power to lead the nation to success has been satiated. They have no other power over the will of the people now.
